No... Perm it first, wait 6-8 weeks, then highlight. Perm solution can sometimes alter coloured hair or highlights and it might turn into something you don't like.

It's better to pick which one of the two that you really want. Just think of all of those chemicals you're putting on your hair! But if you have to do both then do the relaxer first and then the highlights.
